4. Assessing the quality of international evaluations

12 and 14 February 2024

International organizations are increasingly using new procedures to ensure the quality of the evaluations that they undertake. Organizations like UNICEF, UNFPA and UNODC have all established systems to have external reviews for evaluation quality assessment (EQA).

Questions covered

  • Was the evaluation designed to measure what the programme really intended?
  • Was an evaluation matrix used?
  • Were the data acquired reliably?
  • Were the findings based on the data?
  • Were the conclusions consistent with the findings?
  • Were the recommendations based on the conclusions?

Individual Exercise

  • Read the UNICEF Summative Evaluation of the Impact of Using Drones on Population Health and Other Outcomes in Malawi in the Canvas
  • Using the UNICEF GEROS template in the Canvas, code the Evaluation (only code the "Assessment Level" and the questions (Y,N,P) for each criterion; do not make comments.
  • Send your completed template to your GA by Sunday, 11 February.
  • In class, we will compare the class's EQA's with the official EQA

Simulation

  • During this period, the logframes for each project should be completed and we will discuss them in the light of EQA methods.
